What works

I have a questions about the PEQ quest database. If you hail an NPC and they give you a quest does that mean that this is a complete quest that you can do? otherwise is there a list of quests that are completed in the PEQ database?

basically I don't want to start a quest on my server and then not be able to complete it

any help would be great.
