How do the login servers actually work? I would like to create my own login server and administer the users. I am confused on how the server, login and characers work?

login server is not avaliable, you must use public login or mini-login. There are no benefits to administering your own login server anyhow.

If you try to create a private server and have no perma-internet connection, you can use Minilogin, but it doesn't have all the features of public eqemu login servers.

You can't administrate Loginserver, use search facility for find pos about that.

but if i understand what you want,

You can administrate your users,
In database, Accounts table, you can add in status, a number for GM or administrator Priv (Like 255 = god :p)

And you can also, lock your server with a Minimum Status, like need level 100 for connected (It is the low i see).
