how do i set up password server thats locked

I have managed to get a server up and running now but I am basically wanting to host my own server password protect it so others cant come in intially . How would I go about doing this? Ive tried setting locked = true in loginserver.ini and filling in a_madeupaccount and a madeup_pass but when I goto the server its listed but I cant get in........if I run with the defaults i can get in but there is no password .......what steps can i take to fix this?
