Viewing Spells people have scribed

So i was wondering if there is anyway to do this a)in game b)in perl c)in the database.... or if there is a tool out there that allows this....

Basicaly i just want to be able to see what spells people have scribed, and be able to force scribe/unscribe them without using the GM commands #scribespells

I'm working on this in my program. Though, if you have a large server it could take a while.
