It's in Rivervale.

I changed the hand-in to use the new hand-in check, added the return function, and also made sure all of the NPCs are in the db and drop the item.

Oh, I also noticed here and with the fishslayers one, you are putting the closing bracket under sub EVENT_ITEM in the wrong place. It should go after the rewards, so like sub EVENT_SAY, you'll have closing brackets on the last two lines, unless you add the item return check/discipline check.
