Error 10051

I need some assistance in figuring this out. Two days ago my server was running perfectly fine, and then suddenly I start getting this error in my console:

[08.29. - 07:23:04] [WORLD__LS] Connecting to login server...
[08.29. - 07:23:25] [WORLD__LS_ERR] Could not connect to login server: TCPConnection::Connect(): connect() failed. Error: 10051

I've recieved this error before, but a simple restart of the server always fixed it (i figured it was just a connection lose or something). However, when i went to restart my server this time, the error did not dissipate. I have tried rebooting both my router and modem, calling my ISP (they say everything that they can tell is working fine). I can connect to the internet, surf websites, check my email, etc.

The only things that I've noticed are not working properly is 1) I cannot send e-mails through outlook express, 2) I cannot get my server to connect to the log in server 3) I cannot log in to the log in server 4) I use No-IP program to keep a static IP and it will not pick up my external ip anymore.

If anyone has anykind of information on what to do to fix this it would be greatly appreciated.

p.s. Everything in my logs looks okay, like i said, server was up one minute then down the next.

Notes:

I have every Firewall turned off, and all necessary port for EMU open (Although I am running in DMZ Host mode so the ports shouldn't be a problem).

I've tried bypassing my router and just connecting straight from the modem to the computer and still receive the same errors.

Post your config file minus the password. I am guessing that you set the IP settings that you aren't supposed to set and if your IP changed with DHCP, then you won't be able to connect again.

If you are having problems with outlook that started at the same time though, I would guess that there is some sort of blocking issue going on. Either you are inside a proxy (like a dorm, business, school), or you have some kinda firewall turned on that is blocking the ports.

I figured out the problem.. Thanks for the advice Trev. Apparently my ISP put my internet on quarantine and failed to notify me.
