Unable to connect using wireless
 

I've seen this noted somewhere a couple of years ago, but hopefully something has changed since then :

I'm using a laptop. When I try to connect from home while pluging in a cable it works fine, but when I try to connect from the university I get a message that I don't have an internet connection. I tried using tracert and ping, and both of them failed - ping timed out, and tracert couldn't even start the trace. How can I know if my university has blocked port 5998, and if it did, is there any way to connect anyhow ?
