EQEmulator Forums - Not Reading eqemu

Anyone else having this problem?
I've read the Wiki, And any forum post about this.

Failed to open log file: logs/eqemu_debug_world_####.log

[Debug] [WORLD__INIT] Loading Server configuration..

Unable to load 'eqemu_config.xml' : Failed to open file

[Debug] [WORLD__INIT] Loading Server configuration failed.

Now, I know eqemu_config.xml is in the same folder as World.exe
And I can't seem to see the problem (I've even redid the file 3 times
Anyone know the answer?
