Spell is lvl 39 i believe. I am not able to mem it lvl reqs are 1hb for some reason is this ever gonna be repaired or is there a way i can fix it?

I have it on my Necro on EQTitan, so it's definitely scribable there, and I think they use the PEQ database. First make sure you have the right spell file for your server and then check the other vendors that sell the spell. Other than that, you should probably post the problem to your server's forums.

make sure class is properly set on the scroll in DB
