Custom NPC OOC Regen

I am having an issue with Custom NPC OOC regen, i tested this in several places. It seem if the NPC was already in the database. It does Take effect into my new rules_values for OOC regen, I had set the regen to be so high it was to bring them back to 100% when all combat has stopped.

Say I take lord Darish, I brought him to roughly 3%, FD'd and he regen'd back to full, he had roughly 1800 hp, however The custom fabled Lord Darish that i have has 6500 hp, and when FD'd at the same %, he was regening 1% roughly every min and half.

But with another example of a higher HP mob, such as one in Arcstone already spawned, his HP was moved to roughly 2.5 million. However when FD'd at 20% he regen to 100% in about 4 seconds Out of Combat.

So im not sure if im missing something on Custom NPC's but the settings seem roughly the same for both NPC's except one was in the database before the other.

Edit: As an additional Note, All the tested NPC's were set to 0 hpregen, i didnt figure i needed ( or wanted ) in-combat regen to make them regen back to full health after an FD or Wipe.

Anyone have any ideas? i could also add these NPC's were created with GeorgeS tools NPC editor. New NPCs are not following the out of combat rules_values for NPC:OOCRegen. Kinda confused on this issue. And i consider it a gamebreaking issue for my server atm. =/

Even mobs that were copied in the database are not following the rules_values.

$npc->SetOOCRegen(newoocregen amount) - Sets Out of Combat Regen Rates
$npc->SetOOCRegen(0) - Disables ooc regen
