Was DOT stacking was ever implemented on EMU?

I am getting reports that dots from different players do not stack.

I am referring to:

"- DoT spells cast by different players on an NPC now stack (Sept. 4 2002)"

I was kind of surprised, cause I was sure it was long time implemented.
