About playing on EQEmu

Is that login to EQEmu can play as normal ??
or just use the GM command to play all zone and quest ?
It seems I sources 3.6 DB and worlddata zone download from froum, but I just wonder I can play as normal. Is there any
way to do it ?

There aren't any GM commands to turn on quests or anything, the ServerOP has to implement these quests on their computer and that's not too easy.
