Druid character bugged recast timer
 

Ok I hope this is the right place to post my issue, I have a druid on kmra and for some reason i cannot cast some alteration spells. when i had GM reset my aa's they still showed 6900 used and spent. the windows reset too zero and I could not train any. when i camped back in they were still all maxed.
I am wondering if something my have bugged skill wise and now special alteration isn't my 1 specialty. I zone and after memorizing the spell and it blacks out. if i re-memorize and cast it i get spell re-cast timer not met yet.
I have another druid i logged in and the character is fine, no issues. but it also has no AA's trained. if anyone has so input on this issue I would love to hear it. i have tried everything i can think of on my end, and can not solve this issue.
