New Server issues

So I just setup a new server to mess around in and I've run into a problem.

I can log in and play and all that but for some reason the entire server seems to be running at like 3x speed.

I've looked into the forums a bit and saw that it might be linked to me having a dual-core processers but I've tried everything in that particular thread and none of it has worked. I've set the game to a single core affinity, still fast af. Installed and tried with RunFirst, still fast af. Tried running the game in every compatibility mode, Win 95 and 98 crash when i get to character select, everything else works but still fast af. I even set the in game max fps to 10, still fast af. I have no idea what to do about this.

It makes the game unplayable as I can barely interact with the UI and cant right click merchants at all. plus the issues with mobs zooming around and disappearing constantly. I even /played and saw that the time stated was much longer than what i had actually been on for.

Any ideas?

Only related thing i have ever heard is when using AMD cpu's they just run old games super fast. Only solution was to de-clock the cpu with some amd software.

If using intel, then no idea, I have never had a issue with them

It was an EQGraphicsDX9.dll file. Not sure what changes were made but when I replaced the one in my folder with the one they sent the problem went away.
