Item Creator Thingy

Wasn't there some sort of item creation contest a while back, and there was a program that u could edit the stats and everything on different items? Or was that some other emulation site? That was months ago, but now i have more space and decided to do the emulator thingy.

Anyway, what was that item creator thingy? Can anyone give me a link to it? ok, thanks
