Error 1017 again :/

Sorry to post another 1017 error but i really cant solve my problem :(.

ok first :
i have 4 computers one of them is my server (no router) my server is my router, my server is plugged directly to my modem cable.
I plugged a hub to split my connection.

Server :(platform Win2k)
internet ip : 66.130.xx.xx
local ip : 192.168.0.1
mask : 255.255.255.0

clients(platform Win2k SP3)
local ip : 192.168.0.146
local ip : 192.168.0.82

When i run my EQemu server on my server (set for eqemuloginserver) everybody can log on, but if i try to log from my client 192.168.0.146 i get 1017 error.
If i run my EQemu server on my server ( set fot localhost) i have no problem to log but other cant log tho, even my client 192.168.0.82 can log in.
