Process FatalError Login Server

Hi,
I can not get my server to connect. I am getting the error below. I am so close to getting this set up!!

World | Info | ProcessLSFatalError Login server [login.eqemulator.net:5998]...

Server Log In Down

When I try to register for a server login i get a 404 error? Is this down or anyone have any solutions?

Trying to create server

I am stuck here. Any thoughts?

My configs all refer to PEQ and the rule sets table is there. It does not seem I am creating logs. Thanks for any help!
