Level cap on servers

Is the level cap hard-coded into the emulator?
If not I noticed an area in rules set that allows you to change the level, but once I level past 65, the zones longer allow me to zone. I get a zone...

I have not tried titanium yet, but with SoF I can't even make a character. I can go into character creation but I cannot choose a race or class it gives a little error saying expansions are missing.

New Server UF will not connect and SoF will not allow character creation

I set a new server but UF will not connect it times out while SoF connects fine and sees the server but character creation fails saying that expansions are missing character is not available?
