I figured it out. You have to make sure your other toon is set as a group leader (I assumed I already was). The you can invite your bots to the group.

Dual Box Raid Group with Bots

Hello,

I am dual boxing two toons and each have three bots. I am trying to form raid groups so I can use all of the bots, but for some reason, unless you start the raid, the other toon cannot...
