error 10061 means it can't connect to the...

error 10061 means it can't connect to the server...I can simulate this when im not connected to the internet and try to load up world.exe

EQW Help

When i run eqw, the window comes up, begins to load something then stops. i can see my desktop through the window and my cursor stops the loading animation. nothing else happens.
