World debug, quick help plz

I have been setting up the server and everything has gone fine. Im almost done and guide says "run WorldDebug.exe" and i dont have a worlddebug.exe....i looked back in the guide and its never even...

I dont have enough money or want to buy microsofts VS 2003 (which in the guide is needed to compile for part of the"making a server". Does anyone know a good compiler i could download and use instead?
