Figured it out. When the default sourcing with Cavedude is done, it sets the zone command level in the commands table to 0. This means any character can use the #zone command. I set it to 100. ...

Running Minilogin EMU 0.7.0 with Fresh Titanium. Created two accounts with status "0" (I don't want these accounts to be GMs and have GM commands available to them.) ...

Running fine now. It appears it is needed to both have the DB and the address/localaddresses specified if you want your minilogin to work. Here are my configs
