Here's my confession as to what was wrong - maybe someone else will benefit from knowing what I did wrong. This server did not have the patched EQ client on it - I had not bothered...

i tried localhost and I also tried REMming all but one load to see if they were stepping on each other - only one seems to want to try the load npctypes from database thing at a time - but even then...
