It could also be set to Read-Only, by right clicking the txt and clicking "Properties" you should see some chekc boxes on the bottom of the window that pops up, if Read-Only is checked, you cant make...

I have gotten in once or twice now, but I get bounced every time I load a zone (including dying) or sometimes just randomly. Still get the same issue...
