How To Make Your Server PvP and Role-Play

how would i set up my server to be PvP with a 5 level -/+ and have it set so that languages are a needed skill other wise you hear jibberish when someone from another race speaks to you?

thats just because your a newb it takes skill to pay attention to the zones your in and make sure you watch your back. EQ is easy enough as it is with the Point and click and auto attack....mobs...
