Are you getting any warnings about commands? If addon.ini isn't working, you should be getting a ton of commands "defaulting to 0".

If that isn't the case, take a look at the world/zone outputs...

I do maintain my own EQEmu server on my LAN. I don't believe I used the Big Lan Book tutorial... but then again, I setup the server almost 3 mos ago...

Unfortunately, that is not likely to fix your problem either. Most of the servers are now running DR2 or DR3 code, which means that they are EQ Client compatible (or patch compatible) sometime...
