Apparently nothing. I know why it was shut down. SOE is watching for Winter's Roar to start back up, hence the reason I asked if it could start up under a different name and not have to worry about...

If you compile it yourself you can make changes to the source, for example, with DR2 you can compile it to allow more items to use the 13th Floor items.
