Right, zooming out works, it brings you to third person view, you cant zoom in and out while camera is in first person though.

I believe the zoom function only works in third person camera modes. Try using F9 and then use the mouse wheel to zoom in and out of your character.

Mangoo hasnt been adding the dll's to every release, especially the latest releases. Download the item editor from past days and you should find them eventually, most have them.
