Can't inspect other players/myself.

I can right click others and it will say if they are green/red/etc and say "what would you like your tombstone to say/indifferently/etc), but when other inspect me it doesn't say "___ is inspect...

How can i make certain music play at certain areas in the zone?
The game does this on its own in some places but how can i do that?

Some npcs just ignore me, others work.

This one just ignores me and hes one of a bunch that do - seems like half the npcs work

It has both a php and php.dist the only other php is like menu.php or whatnot.
I made the changes to both of the files to be safe and still no dice. :(
