Faction Help!

I seem to be having a bit of an issue creating 2 opposing factions (a guard faction and a mob faction).

I just noticed this, I meant to say the spawnable encounters 10-70 can be one grouped, there are raid encounters as well those will take 12-30+ people (depending on gear)
