there use to be a rule in DB that was called - "npc buff/heal friends" - check if that one is on. On other hand they should always at least heal themselves.
I may need to check my own npcs ;)

I can't tell you exact reasons but check:

that you have .map files for all zones
make sure that client side spell files matches...

We (Huppy, Uleat and me) just solved similar problem move from ports 9000-9001 to 9002-9003 - and LOCKED issue was gone.

In case someone else will run into this issue - The problem is Windows may be blocking your ports!
Changing needed ports from 9000-9001 to 9002-9003...

Server Locked?

Ok guys I been away for a while...

The last time I run the server everything was fine (about 3 months back) just run it today and server comes up as LOCKED?
