I have seen this issue before, have you played on a custom server in the past and have custom files for those servers? I would suggest in uninstalling those clients and installing a fresh copy. ...

Ok, after looking at char_create_combinations...

Ok, after looking at char_create_combinations table in the DB....Expansions are different and start zones, since I have a hub zone, would I need to change the start zones and set the expansion to 0? ...

Tested a few things. Downloaded from steam again...

Tested a few things. Downloaded from steam again and I can create characters just fine now. Logged into a different server with ROF2 support and created a toon. Logged out of that server and back...
