It is up to date.
If you follow it EXACTLY, it works.
I use it to compile and run the emu with zero problems as are many others.

Glad to see it is working.
Seems the official compiles forgot to upgrade to Perl 5.10 before compiling the Windows binaries you had. Thus giving you that error.
