Default Idea for starting server locked but for a short time

As a co-serverop when we start up our server I find that I want to start it out locked but want it to unlock several minutes after it starts. Reason being we have about 50 zones static, and they take about 5 minutes to start up. And even after they start up, for the next 2 or 3 minutes, the server CPU load is around 5 billion so anybody that does manage to get in during that time would most likely just LD back out and possibly cause other problems like char corruption.

I wanted to propose that the Locked= setting in LoginServer.ini be extended to allow you to put an integer value in there. 0 would be equivalent to "False" -- server is available immediately after world boots up. A value greater than 0 means the world will stay locked for that number of minutes and then unlock.
