EQEMU is'nt windows dependant...
You need only a processor (better is, you can make more zone servers) and many many many ram :p
Windows 98 can handle 512mo ram and you can use it
For more player you need windows 2000 or better (need this for up the memory to more than 512mo).
OR
You can use linux :p
It is free, can handle many ram, more quick, but you need to have some skill for install it
