You can go to the
www.eqemulator.net main page then, located under the sourceforge category (over to the left of the screen) there will be a "files" button, click there and download the "Download Maps.tar.gz" map package, its kind of big BTW. After you download the map files put them in a file called "Maps" make sure it is an M not m for that file name, put that folder in your eqemu folder (the one with the world.exe and the zone.exe). Hopefully that will solve your problem.
