I sent Ylosh a PM asking just about the same thing.
Thanks for posting your message John, now I know it's not just me. I've downloaded all 3 of the Quest files from Project EQ, and none of them have the complete set of files.
It's helped me to figure out how things work though, so it was beneficial in one way.
