Make sure you are setting up your ports in PORT RANGE FORWARDING and not PORT FORWARDING or PORT TRIGGERING. Setting them up in any of the other port configs does not work the same as port RANGE forwarding. If there is another issue blocking players, you can test it by setting up your server as a DMZ until you can get the port forwarding figured out. Setting it as a DMZ opens up all ports to that server. You don't want to leave it like that permanently (for security reasons), but that will tell you for sure if the ports are your issue or not. If it works, then it is a port issue for sure. If it doesn't work as a DMZ, then you have another issue blocking users. It could be a firewall. It could also be a proxy if you run through one (normally that is only the case in dorms/universities).
