They must be race 41 to be a merchant. I know that was the biggest thing that I had to learn. Past that, give them a value in their merchant_id field that matches up with what you want them to sell.
If you're adding a custom merchant, do you intend to keep up with the latest PEQ releases? If so, you'll need to come up with a system where you can add in your custom fixes each time you update.
