Post your config file minus the password. I am guessing that you set the IP settings that you aren't supposed to set and if your IP changed with DHCP, then you won't be able to connect again.
If you are having problems with outlook that started at the same time though, I would guess that there is some sort of blocking issue going on. Either you are inside a proxy (like a dorm, business, school), or you have some kinda firewall turned on that is blocking the ports.
