Try going to
www.dslreports.com and run the speed tests there. Let us know what the test results are. If you share an internet connection with others, then there might be a chance that they are using more than their share of it :P
One of them may have P2P or Torrent or some other download program running, which would effect your network connection and could cause a problem similar to what you are seeing.
And fix the class name for your Rogue in your sig, please. I think I would have to avoid your posts if it stays that way :P
