i am having the same issue, and i have double checked all the locations for the files. i am not able to hail/quest.
because the last poster was very vague about solving the issue, i would add that there are TWO guides to creating servers here at eqemulator, one here

both have subtle differences, one wants perl DBI-Mysql to be installed, the other doesnt, etc...
i have followed the second guide since it is written a LOT better and was successful in creating a server i could login to and play, however i cannot hail any NPC nor pick up any quests. anyone have any thoughts?
