You DO NOT need the pcaps fix for SoF, you only need to place the .dll file from here
http://angeliqe.com/d3dx9_30.dll into your EverQuest directory.
However if you are still running titanium you need the pcaps fix for that, and SoF will run fine with the pcaps fix.
