also, take a look in your eqemu_config.xml file under

    <zones>
        <defaultstatus>0</defaultstatus>

        <!-- Sets port range for world to use to auto configure zones -->
        <ports low="7000" high="7110"/>
    </zones>

the default high port is 7100 - you might need to up that a little.

i ran 100 static zones and 5 dynamics and they all loaded ok.
