Upon testing, the issue is this:
When rogues begin they have sneak on their bar, however when you click sneak you don't get the 'elephant' or 'cat' message & you will never succeed until you train. The same thing carries over to halflings, however halflings can't train, so they can never go into sneak mode. Halflings on the other hand never received the message, you could only tell it kicked in when your speed reduced.
Hopefully someone with some source knowledge can take a look and offer some insight.
