Most NPC races are not global models. That means you can only see their actual models if you are one of the zones that they are supposed to spawn in. There are ways to adjust it so you can view them in all zones, or particular zones, but all of the clients playing on your server would have to have the same edited files for them to see them, since that gets set client-side.
