Did you get the processor drivers for your CPU? I had the same exact CPU back in the day and you
need the drivers for it.

Get the
AMD Dual-Core Optimizer Version 1.1.4 and
AMD Processor Driver Version 1.3.2.0053 for Windows XP and Windows Server 2003 (x86 and x64).
Also, you might want to check your laptop manufacturers for updates as well.
