The bot commands are restricted as most #commands are, you just set them to require the status level that you want.
As for setting them up, there are two different sets of binaries off of the
EQEmu downloads page at Google Code. Just make sure you grab the bots version, unless you're compiling your own source. Then follow the instructions inside.
