Default Not a recognized command, and database help

I'm looking at FOUR different guides, so here is what I am doing so far.



So far I have installed MySQL 5.1.xxxx, and it is installed, with settings as the guide specified.

I installed ActivePerl, TortoiseSVN, and CVS.

I used TortoiseSVN to load the files into C:\PEQDB and C:\PEQ_QUESTS.

Now I am at the MySQL part to fill in the database, and open the command prompts, and go to the folder. I type "mysql -u root -p" and it says
'mysql' is not a recognized command

So WTF do I need to do? I've been going through this step over and over for the last 3 hours, and give up.

Also, I tried to reinstall the MySQL Server, and now when I install the Instance Server, it crashes when it gets to "Starting Service..."
