According to the necro boards,

I don't mind changing it to just include Magicians for lower level focii, but really, besides the haste mask, there's nothing they wouldn't already be getting via stat increases, as I factored the equipment into the formulas for HP, AC, etc.
I doubt this will actually get committed as is anyway since it includes npc equipment and KLS stated she was planning on working on that after her spell updates, so I'm sure there will be room for changes.
